CenturyLink and Neustar Team Up to Implement STIR/SHAKEN Call Authentication Solution and Help Restore Trust in Caller ID

Today, the escalating scourge of spoofed robocalls has almost reached the point where some people have stopped answering their phones. In response to the growing menace of unwanted robocalls, the industry, regulators and lawmakers have recently pledged to create stricter guidelines to help protect consumers and businesses from illegal robocalls and call scams.

As a tier-one communication service provider, CenturyLink has been quick to step up and work with industry colleagues and policymakers on the new requirements. We have committed to implement Neustar’s Certified Caller software suite across our IP network to help users regain trust in the displayed caller names and numbers, at no additional cost to our customers.

Certified Caller addresses one of the eight anti-robocall principles recently endorsed by a coalition of 12 communications companies — including CenturyLink — and 52 state attorneys general: implementation of the STIR (Secure Telephony Identity Revisited) caller authentication standards and the SHAKEN(Signature-based Handling of Asserted information using toKENs)  framework.

The Certified Caller platform with STIR/SHAKEN enables carriers to identify malicious callers via the authentication and verification of callers’ identities using digital certificates that are exchanged between originating and terminating carriers.

STIR is a set of technical standards developed by the Internet Engineering Task Force to provide a means to certify the identity of originating calls. SHAKEN is a framework developed by the Alliance of Telecommunications Industry Solutions (ATIS) that is focused on the implementation of STIR within IP-based service provider networks.

CenturyLink has taken a leadership role within the ATIS robocall working group and Neustar has been a key contributor to the SHAKEN framework as well as serving as the exclusive operator of the industry’s Robocalling Testbed.

By working together, CenturyLink and Neustar are committed to improving both the industry’s ability to protect customers from phone scams and people’s trust in the true identity of callers by the end of this year, thus enabling consumers and businesses alike to answer their phones with renewed confidence once again.
